The SVM&C Strategic Plan 2020-2024 brings four converging and dynamic elements together into one Operating Template for Action:
1. Repeated Droughts and an increasingly Stressed Environment displace agro- pastoralists and nomadic peoples and lack of water and disease adversely affects livestock herds;
2. Repeated Extremist/Clan/Militia/C immunity instigated Conflicts displace farmers and fishermen from their normal lands and severely restricts the ability to farm and fish and coupled with number 1, severely reduces the output from the most fertile valleys and rivers in East Africa;
3. Minorities, Indigenous, and Marginalized feel the brunt of these stresses and clashes and quickly become the majority of IDPs in Mogadishu, Afgoye, Jowhar, Baidoa, Kismayo, and many other areas of the country; and
4. Severely reduced herds, produce, and fish stocks and the absence of substantial human capital to redress the issue, have disrupted the economy and provoked social unrest.

SVM&C Strategy in the face of these elements is four-fold:

1. Work with specific communities/ethnic groups in the IDP Camps to stabilize, mobilize, and revitalize their capacity to return to their communities of origin to work their land and rivers and rebuild the food stocks of the country;
2. Work within the communities, whether in the IDP camp or in the village, with the lactating and pregnant women and their infants and children under 5 to stabilize health conditions, improve nutrition levels, and get the malnourished to mobile or stationary feeding centers;
3. Bring the Diaspora Community of Somali Minorities of the USA and Canada together to invest in both short -term and long term efforts to develop natural resource management capabilities, increase crop production in the face of climate change and erratic rains, implement post-harvest and long-term storage technology, modernize the sector by improving efficiencies and scaling of efforts, eg cooperatives, land trusts, public-private partnerships;
4. Work with government and military authorities, clan leaders, other members of civil society and the international community to understand and hold dear the fact that these millions of citizens represent the People of the Land and Sea, the most marginalized yet those most equipped to rebuild Somalia’s Agriculture, Livestock, and Fishing industries.
